WIFI 5及之前版本，AP的发射功率都是恒定的，不管终端与AP的距离多远。
能否实现，对一个AP，发射功率是最经济有效的，即是：在保证当前接入的信号最弱的终端的误码率满足一定要求的前提下，AP最小限度的发射功率。
