终端搜索网络，尝试进入的是终端最近的路由，但是一旦失败了就一直尝试加入这个路由，不会搜索其他的路由节点，这部分的处理TI有封装起来吗？
没有这个说法啊，失败以后就重新找网络啊，但是找的时候还是找信号强度最好的
