设备不能接收广播消息

一个协调器接40个路由，协调器发送广播，有的设备收不到广播消息，但是下次协调器再次发消息时，之前收不到消息的设备又能收到消息了，又换了另一个设备收不到消息，这种现象是随机出现的，附件是协调器发送广播后，出现设备收不到消息的包。有哪位大神可以帮我分析下呢？谢谢！
