调试TI GATEWAY DEMO APP v1.0.0的OTA功能，使用硬件为：BeagleBoen Black（BBB） as Gateway、ZNP as Server/Condinator（CC2538）、another CC2538 as Client running a project with OTA feature(SampleHeatingCoolingUnit)。
调试现象：ssh访问BBB，运行./start_application后执行按键P（Permit Join），Client加入到网络中，执行按键O操作（OTA），出行报错信息：ERROR: OTA Server could not register file #0；
