理论上协调器只能创建网络，然后让节点加入，没有发现“周围未加入过网络的zigbee终端设备”的相关API

这里的加入网络是指协调器或者路由主动去加这个终端？一般zigbee的流程是，终端主动扫描发现网络，然后请求加入，并且被父节点通过
