实际调试过程发现如下问题：
协议栈中的命令结构体定义与ZCL文档不一致。
start warning 和 squawk 位字段定义，高低位不一致。
哪里不一样？
位字段高低位不一致，比如warning mode field属于高4位，但是定义却是低四位。
