3.0的协议栈，路由不能加入协调器，为什么？协调器用znp，路由用SampleSwitch
协调器和路由器都是用的3.0协议栈对吧，看空中报文的话，在哪个过程终止了。
3.0设备相对以前的HA，在入网成功以后还需要Key Request的过程。
路由都没法beacon request
那说明设备没有启动搜网的过程，需要调用bdb的API函数，bdb_StartCommissioning(BDB_COMMISSIONING_MODE_NWK_STEERING);
协议栈默认是通过按键触发的。
