做智能灯泡时，当灯泡开关变化，或上线掉线变化时，网关需要知道。打算用Report Attributes Command指令来实现。
但是规范中，Report Attributes Command的目标地址，好像是与之有绑定关系的目标设备。而不是程序员自己决定的网关地址（0x0000）。
不知道有没有人按规范，做了Report Attributes Command的功能。
