子设备和协调器都开启了NV_INIT和NV_RESTORE，协调器断电后立刻上电，协调器可以入网，但是如果协调器很久之后才上电，子设备就入网失败了
如果使能成功NV_RESTORE功能的话，掉电后重新上电是不需要重新建立网络就可以按照断网前的网络参数工作的。
嗯嗯，但是我这边是终端设备不断电，协调器断电一段时间（时间较长），这时终端设备就无法入网了
