协调器断电重启后，终端节点能重新入网，但是路由节点不能重新入网(注：PANID是固定的)
PANID是固定的，您是指网络内所有节点的PANID都已经被设置为相同的固定值了？
另外您可以尝试使用NV_RESTORE,预编译该选项后，节点会断电保存之前的网络信息
