1，协调器下有10个节点，2个路由器下各有15个节点。
2，协调器停止工作，路由器关闭，节点复位。
3，协调器重新上电，AddrMgrIsFull返回TRUE，但是AssocDeviceList没有满。协调器信标Assoc变为0了，Rtr_cap和Dev_cap都变成0
Assress Manager是保存了网络里面的所有节点
Association List只有子设备的节点
那么，为什么会出现Association List没有满的情况下，新节点也无法加入网络？
