如何有效设置发射功率？使用simplelink_lowpower_f3_sdk_8_40_00_61，导入zigbee的onoff_switch工程，发现：
1、在onoff_switch.syscfg中，修改TX Power的值，但实际测出功率值不变
2、调用mac_ti23xx_24_set_tx_power()这个函数来修改发射功率值，但实际发射功率值也未改变

我建立的是Zigbee工程，里面并没有HCI_EXT_SetTxPowerDbmCmd这个接口
