一开始，协调器上电建立网络，然后可能由于某种意外断电然后重新上电，那么，协调器会加入断电前建立的网络还是重新建立一个网络。还是说上面两种情况都可以通过对程序的设置而实现。
如果使能NV_RESTORE了，那么协调器恢复原先的网络。
如果没有使能，那么重新建立网络
