we are developing a new product, using the OPA2209AIDGKR model, in this test process found that its value has deviation (please check the attached table for details), can you tell me what is the exact range of it?

The excel file has two columns. Neither column is labeled. What do the two columns identify?
Row 5 is identified by R652. The second column is highlighted in yellow and assigned the number 15.8. I assume this is the problematic measurement? R562 is the feedback resistor in the top circuit. What does the number 15.8 indicate?
Besides understanding what the problematic measurement indicates, I will need to know the input signal is and what you expect the output to be.
I noticed the schematic indicates LM358A and not OPA2209. The LM358A is a low cost device with significantly degraded specifications compared to the OPA2209. I am skeptical that this substitution makes sense.

1、excel表格所列数据只是我们内部简略的计算过程；

2、15.8是内部试想更换R656阻值是否可是ic输出信号ishare达到可调节范围；

3、输入信号△（12V_wind-12VL）=0.41mV/1.08mV TP27前的输入信号可取值为0；

4、目前项目中使用的物料就是OPA2209，且excel所附原理图中的R280和R281阻值均为180k。我们现在的需求是按照第三项所列的输入值和所附原理图ic外围电路，是否可准确提供ic输出数据（VILOCAL和ISHARE信号）的范围，当△（12V_wind-12VL）=0.41mV时，我们在不良机子上测量的输出信号vilocal有偏小、偏大两种情况，偏小测量值只有12mV 偏大有112 mV，均不在计算范围内

Is this op amp OPA2209 (as listed in your support request), or LM358A (as shown in the schematic). If it is the LM358A, the problem you are having is input offset voltage. I suspect the LM358A is being used. This device can have a 3mV offset. The gain of the Difference amp is 174V/V. The input offset will be multiplied by this gain. Thus the output with 0V applied could be +/-522mV.
Normally, placing a capacitor between the inverting and non-inverting input is not recommended (C281). This can lead to stability issue. I simulated the circuit and I don't think this is the problem. Nevertheless, one quick test would be to remove this capacitor.
Your problem description is difficult to follow. I am available for a phone call, and I think that would be a good way to clarify the issue. If you are not familiar with op amp applications we can set up a few calls and I can provide a short tutorial on the subject. You could invite your colleagues and/or customers as well.
I think the table below might be a good way to summarize the measurements. Based on your description I am not sure what the expected result is or what the faulty result is.
Below is a simulation using the OPA2209 to show the DC transfer function of the bottom circuit.
