AWR1443 仿真器连接

大家好：

      我应用XDS200仿真器连接自己做的AWR1443电路板，在连接过程中一直出现一个错误（如下）

Error connecting to the target:
(Error -1170 @ 0x0)
Unable to access the DAP. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK).
(Emulation package 7.0.188.0)

现在可以确定电源没有问题，晶振没有问题，P11(SYNC_OUT)就是SOP1的电平最开始100ms是3.3V，后期就掉落到2.2V左右，其他一切都正常。SOP的选择是DEBUG模式。

请教大家，是什么问题导致无法访问debug！
