请诸位高手教一个问题

我新做的一块板子，第一次烧写时就弹出“unlock flash”的窗口，

全部输入FFFF不行，检查了电源3.3V和1.9V都是稳定的，

软件程序在另一块板子上试了一下，烧写、运行都是正常的

不知道新做的这块板子问题出在哪里了，这种问题应该从哪些方面去分析呢？

期待高手的指点，感激不尽。
