TMS320F28388D: Flash烧写后掉电复位

如题，我通过点击CCS中Flash选项烧写后，程序成功写入并且正常运行，但是掉电后芯片就复位没有运行程序了。

我用的是TI官网的开发板和LED例程C2000Ware_4_01_00_00\device_support\f2838x\examples\cpu1\led

另外通过网上查找的原因分析，跟BOOT的启动模式有关，所以我也检查也开发板启动模式，确认是选择了Flash启动模式，GPIO74,84通过示波器测量都是高电平
