Error -260 0x0 对应报错提示是 Error initializing Emulator吧，
XDS110没有初始化成功，大概率和USB供电能力有关。
建议换个USB口试一下，另外也可使用外部电源单独给板子供电。

I've tried other USB port, nothing changed.
I could find this device in Device Manager, and I could download programmes into lauch pad through keil.
I just couldnn't connect the device in this out-of-box website
用外接电源试一下，USB可识别不确保板载MCU能工作。MCU下载过其他程序可正常工作吗？
示波器监测一下串口是否有数据。
之前忽视了此问题，直接在keil进行开发。
在一段时间正常运行后在keil出现了下载时的报错，cannot load flash programming algorithm。
最终解决方案是下载了TI的CSS Theia 开发工具进行开发，在下载的时候显示xds100需要进行固件更行。完成固件更新后在keil以及out-of-box网页均可正常使用。
