设计指标：输入电压7~28V，输出电压15V，输出电流1A
问题：轻载时，当输入电压大于20V时，输出电压虽然稳定，但系统频率会发生变化，请问这个是正常的吗？还是因为什么原因造成的？可以通过调节哪些参数可以更正？
其中Q301是上管，Q302是下管
