TPS65131正输出短路，负压输出正常。

TPS65131，输入电压5V，输出电压+/-15V，原理图如上，直流电源设置为5V,3A，上电后直流源过流保护，此时输入电压拉低为1.2V，ENP,PSP,ENN,PSN为1.2V。L1为1.2V恒压。

去除L1，不短路，负压可正常输出，VREF1.214V。电阻电容值正确，焊接2块单板现象相同。

请问是因为MOSFET一直对地短路吗？如果是的话，哪里错了导致这个问题？
