This looks like it's violating the abs. max. (VBAT + 0.3V). The gauge has ESD protection diodes hence if you forward bias them with a circuit that violates abs. max., you'll measure excessive current (and risk permanently damaging the part because those structures aren't designed to carry 3mA).
