因为是锂电池总电压（21~29V）自身供电，所以希望此电路功耗非常低，希望是uA级电压低于24.7V，输出低电压输出L（0V），电压高于24.7V，输出H电平（2.4~4.2V）
只做总压的欠压保护，应该没有类似的产品。高压的运放看看有没有合适的
